WASHINGTON -- The United States is poised to discover that labelling China a currency manipulator is a lot easier than getting it to stop.

A panel of experts testifying yesterday before the powerful House of Representatives ways and means committee agreed that China is artificially undervaluing its currency by as much as 40 per cent to power its export-led economy.

But they were deeply divided about what to do about the problem, beyond branding China a wrongdoer.
